The General Plan captures the community’s vision and various goals, policies, and maps to ultimately support implementation of the Plan. In application, the General Plan acts as a guide for future social, economic, and development decisions.
Why Update the General Plan Now?
Arizona Revised Statutes require every community in the state to have a General Plan that is updated every 10 years. The existing General Plan was adopted and ratified by voters in 2015. As we approach 2025, Sahuarita must update its General Plan per state law requirements.
What core elements does the General Plan address?
Arizona Revised Statutes require certain topics or "elements" to be covered based on a community's population. The following elements are required based on the population of Sahuarita:
Land Use • Circulation • Open Space • Growth Areas • Environmental Planning Cost of Development • Water Resources
The initial phase of the General Plan process will take a deep dive into the existing conditions of the Town as it stands today. This crucial step involves immersing the project team in comprehensive research and analysis. This effort collects background information to establish a foundation of knowledge that can be used to inform decision-making during the project's future phases.
Critical to the success of the General Plan is public engagement. Throughout the duration of the two-year active project period, the public will be engaged in three rounds of public meetings at key project milestones
This phase builds off the foundation established from the previous phases and the public engagement, with the development of the Public Review Draft of the General Plan. Inclusive of goals, policies, maps, and graphics, this draft of the document goes through a formal 60-day review period with opportunity for the public and other government agencies to give final feedback before the adoption process.
The last phase of the General Plan works to address public review comments before a formal presentation of the document to the Planning Commission and Town Council for adoption. Following adoption, the plan is expected to be placed on the ballot to be ratified by voters in July of 2026.
